The composite measure of labour underutilization (LU4) represents the share of the extended labour force that are in unemployment, time-related underemployment or the potential labour force. In other words, it is calculated as:

LU4 (%) = 100 * (Unemployment + Time-related underemployment + Potential labour force) / Extended labour force
