The content of PAPI questionnaires was updated to match the content of the updated CAPI questionnaire, which implemented the ICSE-18 classification and the new standards on informality adopted at the 21st ICLS in October 2023.

A household roster and three versions of the LFS individual questionnaire were developed by the Statistical Standards and Methods Unit (SSMU) and can be browsed on this page.
Evidence gathered through pilot studies suggests that these three versions can produce comparable estimates for key labour market indicators, but can be more suitable depending on the country context.
In addition to core LFS questionnaires, a number of LFS modules to collect data on other forms of work or on specific topics related to employment were developed as well.
While the questionnaire content presented has been validated through extensive testing in different countries, it is recommended that the content will need to be adapted to national context and languages, and tested before using at full-scale.

Conventions used in all LFS questionnaires and modules:
- Regular text: Indicates text to be read out loud by the interviewer

Variable derivation conditions use variable names that are provided in the questionnaires in brackets, next to question names. For example: “ATW_1 (ATW_PAY) Last week, from [START_DAY] up to [END_DAY] did (you/NAME) work for someone else for pay, for one or more hours?”. The question name is ATW_1 and the variable name is ATW_PAY.
Variable names used in PAPI questionnaires are, in most cases, identical to those used in the CAPI questionnaire.
Employed persons (Job-type start)

Definition: Compared to ICSE-93, the new classification, ICSE-18, comprises ten categories of Status of Employment. These categories can be organized according to the type of authority that the worker is able to exercise in relation to the work performed (ICSE-18-A); or type of economic risk the worker is exposed to (ICSE-18-A). Apart from providing more detail on the existing ICSE-93 categories, ICSE-18 also includes a new category ‘Dependent Contractors’, while the former category ‘Members of Producer Cooperatives’ is not identified in ICSE-18. Institutional sector of employment
Definition: The kind of economic unit in which the person is employed, as defined by its legal organisation, principal functions, behaviour and objectives. It is a characteristic of the economic unit in which the person is employed and may thus be specified with respect to the main or second job.
- Public sector: Refers to all government institutions or state-owned enterprises (i.e. with ownership of 50% or more by the State), including government-controlled non-profit institutions
- Private sector: Refers to incorporated and unincorporated market enterprises (i.e. economic units set up for purposes of engaging in market production, capable of generating profit or other financial gain for their owners)
- Non-profit sector: Refers to non-profit institutions that provide their services or products to households or the community at large (excluding government-controlled non-profit institutions)
- Household sector: Refers to private households as employers of domestic workers only
- International institutions: Refers to public institutions but owned by foreign or international institutions such as foreign embassies, etc.
These categories do not fully align with the institutional units as defined in the System of National Accounts (2008). The categories can nevertheless be mapped to the corresponding institutional units as per the SNA 2008. For this, additional information is needed to separately distinguish between corporations and unincorporated market enterprises. The latter group (unincorporated market enterprises –excluding quasi-corporations) is treated by the SNA 2008 as part of the Household sector. Youth not in employment, education or training (NEET)

LFS target population
- To be defined as per existing national household survey practice.
- The target population for labour force surveys generally covers the “resident population” living in private households. Depending on the national context and relevance to the national labour market, persons living in collective living quarters, such as camps and worker’s quarters, selected types of institutions, rooming houses and other lodging houses, may also be covered. The notion of resident population is based on the concept of “usual residence” based on a “de jure” enumeration approach.
Household and household membership
- To be defined as per existing national household survey practice. Decisions regarding the concepts of “household” and “household member” and the enumeration approach (de jure or de facto) to be used will impact the instructions to be provided to enumerate the selected households and their members (i.e. rules for the identification of households and treatment of members absent, visitors, etc.). It is critical that this general guidance be adapted to be consistent with the national concepts and definitions to be used in the survey.
- In general, international guidance recommends using a “housekeeping” concept as basis to define a household and a “de jure” enumeration approach based on the concept of “usual residence”.
- The housekeeping concept defines “households” taking into account the pooling of resources to make provisions for food and other essentials for living. On this basis, there may be one-person or multi-person households, with members who may or may not be related. There may also be one or multiple households in a single dwelling unit. Households may also be located in collective living quarters, including institutions.
- Alternately some countries may use a “household dwelling” concept which considers all persons living in a housing unit as belonging to the same household. Following this concept, there is one household per occupied housing unit.
